He may be the game’s best slot receiver (346 receptions over last three seasons), and now he’s amazing everyone in New England with his impressive recovery from major knee surgery. Welker's still living off his original deal with the Patriots, one that averages out to about $3.9 million this season. Yes, everything's relative, but doesn’t this guy deserve a new deal before the Texans give one to Andre Johnson?

He’s the game’s second-best runner behind Minnesota’s Adrian Peterson, but has outgrown his original deal in 2008 ($12 million over five years). Yes, the Titans reworked his contract so he'll get $2.5 million this year. Still, that doesn’t seem right for a speedster who ran for 2,006 yards and added another 503 as a receiver. A true game-breaker, where would Tennessee be without him? If he was the starting QB, he’d have a new contract.

I’m not sure Titans coach Jeff Fisher would swap Finnegan for any other corner in the NFL because he can cover and really supports against the run. Tennessee was smart giving him a new deal in 2008, but with the bonus money it only amounts to $2.9 million this season. The Raiders' Nnamdi Asomugha and Philly’s Asante Samuel pay more than that to the IRS in taxes every year.

Even though he was a second-rounder three years ago, he’s already outperformed this year's contract ($766,000). He was a role player in his second season, but broke out with 107 catches and 1,220 yards in '09 as Eli Manning’s go-to guy. Is he as good as Plaxico Burress, who hopes to be in someone’s camp this summer? I don’t think so. But he’s the best New York has right now, and the Giants are going nowhere should he hold out this summer.

Even with a new contract recently, Leonhard's earning slightly under $2 million a season and is the perfect centerfield safety in Rex Ryan’s scheme. He was the team’s third-leading tackler last season and had nine tackles for loss. He’s simply a rock-solid football player and would earn more than double on the open market.

Some may barf with a $4 million player on the list, but Cole's had 34 sacks over the last three seasons and is just hitting his prime. Really, is Julius Peppers worth $16 million more than Cole, who's also way behind Jared Allen and DeMarcus Ware, let alone DT Albert Haynesworth? The Eagles know what they're doing with Cole signed up long-term and MLB Stewart Bradley earning $550,000 this season. Philly would be lost without these two defenders.

The game’s next great outside pass rusher collected 25 sacks over the last two years, and with his $1.8 million signing bonus in 2007, he’ll be earning $816,000 this season. Woodley's a credit to Pittsburgh’s excellent drafting system and  remains a bargain in today’s world. Under the old CBA system, he'd have a shot at big money after this season, but who knows what'll happen in 2011?

He isn’t alone in this spot, because I easily could've mentioned the Cowboys’ Miles Austin and the Chargers’ Vincent Jackson. DeSean Jackson is set to earn $1.1 million, but he’s also a fine return man and a great deep threat. He has three TDs as a returner and had nine receiving scores last season to go with 1,156 yards.
