The Servette-based goalkeeper joins first-choice Jorg Stiel and back-up Pascal Zuberbuhler as coach Kubi Kuhn's three stoppers in the tournament.
The Swiss were allowed permission by UEFA to call up a replacement as Borer had not made an appearance at Euro 2004.
By contrast, England will not be permitted a replacement for Nicky Butt, with the governing body deciding they have enough cover to cope with the loss.
The Manchester United midfielder has been ruled out for four weeks after damaging knee ligaments in training on Monday.
