The player's agent Dino Lamberti believes it is a season too early for Inler to be making the move to the Premier League.
"We have decided that Inler remains in Udinese," Lamberti told Blick newspaper.
"Any player would want to play for Arsenal, of course, but for Inler this may be perhaps a little early. Maybe a season too early."
The news will perhaps come as a big blow for the Gunners as they are desperate to sign another quality midfielder before the transfer window closes on Monday.
Following the departure of Mathieu Flamini, Alexander Hleb and Gilberto Silva, the London club have been linked with Aston Villa's Gareth Barry, Liverpool's Xabi Alonso and a number of other high-profile midfielders.
Arsenal's star in the midfield Cest Fabregas has meanwhile expressed his eagerness to sign Alonso as the pair are Spain international teammates.
"What can I say? He is my friend and apart from that he is a great professional, a great passer of the ball, he works hard defensively, he's scoring goals now, he's experienced and he is only 26," Fabregas said of Alonso.
